Abstract
Inspection and quarantine clearance efficiency is critical to port clearance effectiveness. It reflects the inspection and quarantine system’s layout rational along with present and potential capacity; it provides a theoretical basis for the analysis of internal economic effectiveness. Research of inspection and quarantine clearance efficiency in Shanghai, China has identified four impact factors and several measurement indicators. A factor conception model has been developed based on the theory of reason and results. The improved structural equation model was proposed to analyze the original data and to test and verify the model rational. Risk management was confirmed as having the greatest impact on efficiency with an effect level of 0.78, followed by the customs environment with an effect level of 0.59. The results offer authorities a quantitative basis and new perspectives on how to improve the efficiency of customs clearance and promote Shanghai’s trade facilitation.
